Another expert wrote: "From a purely computational/algorithmic perspective, this paper has intriguing aspects but is not G&T level." A third opinion: "In general the paper is written in an idiosyncratic, somewhat informal style, which makes it harder to digest than it needs to be, and difficult to recommend to a wider audience. Overall, my opinion is that while it has several positive aspects, it would be something of a stretch to publish this paper in Geometry & Topology, as it stands." After some discussion, the Editorial Board agreed with these assessments and decided to reject the submission.
